BER Assessor Registration
Applicants seeking registration as BER Assessors must first decide if they are applying as an individual ("Self-Employed Assessor") or as an employee of an employer ("Employee Assessor"). Applicants must then complete the relevant application form. Employee assessors must also arrange for the completion of the relevant section of the application form by their employers. All applicants must review and formally accept the Code of Practice for BER Assessors. Please note that SEAI will only accept applications from candidates who have passed the SEAI Domestic BER Examination.

SEAI will register any person who has the relevant pre-qualification of a Level 6 Award (Advanced Certificate/Higher Certificate) in construction studies or other cognate discipline or equivalent, subsequently been certified as having successfully completed a training course for BER Assessors, passed the SEAI Domestic BER Examination, has the required insurance policies, has completed the application form, accepted the Code of Practice, submitted the required certified ID and a Tax Clearance Certificate with the application form and paid the relevant registration fee by direct debit.

Assessors Registered e-mail address
It is important that Assessors provide a valid registered e-mail address to SEAI. The SEAI team and the National Administration System (NAS) will send all communications to this registered e-mail address.
Insurance
All BER Assessors are required to have the following Insurance as a condition of registration:
- Public / Products Liability Insurance with an minimum limit of €6,500,000 any one event for Public Liability
- Professional liability insurance with a minimum limit of €1,300,000 for any one claim
- Employers Liability Insurance (applicable to employer/employee registrations only). Policy provides an indemnity limit of not less than €13,000,000 for any one event
SEAI has created a BER Assessor Certificate of Insurance. This form must be completed by a Registered Insurance Broker or Agent or an Insurance Company licensed to issue cover in the Republic of Ireland, as approved by the Financial Regulator. New applicants are required to submit the certificate of insurance with their application form.
Registered Assessors should email scanned copies of the completed form and email it to the BER Helpdesk at registered@ber.seai.ie. Please include 'Insurance Certificate' and your Assessor Number in the subject title of the email. Please note, that you will be required to submit this information when your Insurance is renewed, amended or updated.
Tax Clearance Certificate
All BER Assessors are required to have a valid Tax Clearance Certificate as a condition of registration. To obtain a Tax Clearance Certificate please contact www.revenue.ie
New applicants should include the Tax Clearance Certificate with the application form.
Registered BER Assessors should email a scanned copy of the Tax Clearance Certificate to the BER Helpdesk at registered@ber.seai.ie . Please include 'Tax Clearance Certificate' and your Assessor Number in the subject title of the email. Please note, that you will be required to submit this information when your Tax Clearance Certificate is renewed, amended or updated.
Registration Renewals
Registration is normally for a one-year period. Approximately one month before a BER Assessor’s registration is due for renewal, SEAI will send a renewal notice to him/her. Renewal of registrations is subject to payment of fees, in date Public / Products Liability, Professional liability and if applicable Employers Liability insurance policies and may be subject to additional educational or administrative requirements.
A BER Assessor may resign from the scheme at any time by sending an e-mail from their registered e-mail address to registered@ber.seai.ie However, please note that registration fees paid to SEAI are non-refundable. If you wish to re-register as a BER Assessor at a later date, you will be subject to the relevant renewal fees.
SEAI may, at its discretion, suspend or terminate the registration of a BER Assessor, for example following:
- Failure by a BER Assessor to attend or to satisfactorily complete a course of periodic training as required by SEAI or;
- Failure by a BER Assessor to comply with a direction under the European Union (Energy Performance of Buildings) Regulations, 2012 (S.I. 243 of 2012) or;
- Failure by a BER Assessor to carry out a BER assessment in a fit and proper manner, or to maintain or provide satisfactory data, documentation or records of any such assessment or;
- A BER Assessor committing, or aiding or abetting the committing of an offence under the Regulations or;
- SEAI forming an opinion that the BER Assessor has ceased to be capable of performing his or her functions under the regulations properly and efficiently or;
- Failure by a BER Assessor to comply with a direction from SEAI in it's role as the Issuing Authority.
Number of Active BER Assessors
In assessing the business opportunity for you as a BER Assessor, SEAI would strongly advise all applicants to review the number of BER Assessors on the National Register of Assessors who are already servicing your intended target area. There is no cap on the number of BER Assessors who can operate in Ireland and all applicants should ensure that they are happy with the potential business opportunity before investing money in registering with SEAI.

A registered BER Assessor who has resigned his or her registration or whose registration has been suspended or terminated must remove all reference to registration from his notepaper and property and shall not in any way represent himself/herself or his/her business as being registered with SEAI. If requested by SEAI, he or she must return all SEAI property including the BER Assessor registration certificate.
