Step 1. Pre-check the Assessment in DEAP


Before submitting a BER to the NAS, BER Assessors should check the following items in DEAP carefully:

Type of rating - Please indicate the 'type of rating' e.g. New Dwelling Provisional, New Dwelling Final or Exisitng Dwelling.

(A) Your Ref. – This is a unique identifier of this assessment assigned by the Assessor so that you can easily find and print your BER certificate – see A  above;
(B) BER Assessor Name & Assessor Number
Please ensure that these are correct. This is the six digit number that was e-mailed to you on your registration. Your assessment cannot be processed or tested if this number is incorrect.

Step 2. Log on to the NAS

The National Administration System (NAS) is an automated system to manage Building Energy Ratings (BER) in Ireland  It enables Assessors to upload, review, publish and manage their ratings. 
As a registered Assessor, you will receive an automated welcome email from the system with the NAS url and your personal NAS account details.  This will include the following information:

• BER Assessor Name
• Registered Email Address
• BER Assessor Number
• NAS User Name
• NAS Password
• Assessor Company Number


Log on to the NAS– Once the email has been received with the NAS account details, the Assessor can log on to NAS.

Change your password. – It is recommended that you change your password the first time you log on. . The password must be at least 6 characters long and has to include a non-alphanumeric (symbol).i.e. !”£$%^&*( etc. 
The change password option is in the upper right hand corner of the home page.
If you forget your password click on the link Forgot Password and enter your username and date of birth. A new password will be automatically generated and sent to your registered email address.

Information on how to use the NAS. – A training demo is available for information on how to use the NAS.  Click on the Training DEMO link to activate the training demo.
You will be prompted to follow the on screen instructions by clicking with the mouse.

Step 3 Submit BER assessments


Upload your DEAP .xml– Click on the Rating Upload link, or Rating Upload Tab to upload your DEAP .xml. The .xml file must be saved in .xml format in the name automatically generated by the DEAP software. Please do not overwrite or change the auto-generated default name when exporting your assessments from DEAP for submission to SEAI.  Files with non-standard names will not be accepted.

Once in the Rating Upload screen click “Browse” to choose the .xml file that you have exported from DEAP and want to upload into the NAS. Click on the .xml, choose “Open”.  Then click on “Upload” to upload the .xml to the NAS.

Step 4 Check Notices


Check the notices before publishing your cert –Click NYP above to check your notices.  Please only publish BER Certificates which are accurate.

Information explaining the errors and notices – The NAS runs administrative and technical validation checks against each xml. Errors will result in a reject status. Notices are generated where it is considered that the xml data may merit further consideration or checking by the BER Assessor prior to publication.

Rejects  - a BER submission is rejected because errors have been identified by SEAI. The assessor should review the errors, correct them and resubmit the rating.
Repairable – a BER submission is placed in the Repair Queue when the BER and/or MPRN number submitted is incompatible with a BER record already held on the National BER Register.
If the Assessor can identify the error, the Assessor can discard the repair, and resubmit the rating after correcting it in DEAP and re-exporting and uploading the .xml.
If the Assessor is unable to identify an error and the numbers are correct they can await final determination of the status of the rating by the BER Administrator.

Discard your BER Certificate- if the information in the submitted assessment is not correct, please click on the Discard button to discard it, and submit a corrected assessment.  You will not be charged for discarded assessments. If an assessment is not accepted, please re-import the xml into DEAP and correct the fields indicated in the report. The assessment can then be re-submitted. You will only be charged for assessments which have been published on the public BER register.

Step 5 Publish BER assessments

Publish your BER Certificate -  Click the Publish Now Button to accept your BER Assessment for publication.  Please publish only assessments which are accurate.  By publishing the assessment you are accepting responsibility for its accuracy.   Once your assessment has been published, it will:

• be available for viewing on the Public Register,
• allow the Assessor to download BER certificates and
• Charge €25 plus VAT against the account of the BER Assessor/employer per published assessment.

Verification of Address –It is important to verify that the address is accurate.  Please tick the correct address to verify its accuracy.

Verification of Publication Acceptance–Click on the PUBLISH button to verify publication acceptance.  By publishing the assessment you are accepting responsibility for its accuracy.  If you are not certain of its accuracy, click on the CANCEL button

Second Verification of Publication Acceptance–Click on the OK button to verify publication acceptance.  By publishing the assessment you are accepting responsibility for it’s accuracy.  If you are not certain of its accuracy, click on the CANCEL button

Searching for your BER Certificate – enter any of the identifying fields to locate your BER certificate, such as  MPRN number, BER number, date published or by status.

Step 6 Print your BER Certificate

Click on the Certificate icon to view the PDF of the BER certificate.  You can print a copy or download the PDF by clicking on file/save a copy.

View your BER Certificate on the Public Register

Published assessments can be viewed on the National Public Register from the BER section of the SEAI webpage.  A valid MPRN number or BER number is required for confidentiality reasons.

Produce a BER Advisory Report


The tool is part of the National Administration System (NAS) and will generate an Advisory Report for every BER assessment accepted for Publication by the NAS. The tool uses the data within the xml to auto-generate standard operational and upgrade advice relevant to that dwelling. The process is identical for new and existing dwellings.

The Process:

Once you have successfully uploaded a rating to the NAS and it has been accepted for publication (i.e. has a status of NYP) you may generate an Advisory Report.

The Advisory Report is generated by a wizard which will automatically present itself once you choose to proceed to publish the rating. The wizard will list the auto-generated advice applicable to this dwelling based on its actual BER rating. If you consider that any of the advice is not relevant, you may "deselect" it by unticking the relevant information set(s). The wizard will then create a PDF file of the Advisory report which will appear alongside the Certificate on the main enquiry screens. The Report can be printed or downloaded in exactly the same way as for the BER Certificate.

An Advisory Report can be generated without proceeding to the final Publication of the BER Certificate. To do this simply select "Save" immediately below the wizard. This will create a Draft watermarked Advisory Report which can be downloaded and reviewed in advance of final publication.

The Advisory Report can be prepared as many times as you like before final Certificate Publication. The address is only included in the Advisory Report after you have published the rating. The address you choose to publish the rating with will be inserted into the Advisory Report.

Please note that once you publish the rating the Advisory Report can not be edited.

Other Issues


Change of personal details:

Putting revised personal information (address, telephone, e-mail etc.) on the property and Assessor details in the DEAP property and Assessor details screen will not result in your address being changed on the register of BER Assessors or on SEAI’s database.  If you wish to change your personal details you will need to send a request to registered@ber.seai.ie from your registered e-mail address. SEAI will make the necessary changes and send you confirmation when it has been done.
