Display Energy Certificate (DEC) for Large Public Buildings
From 1 January 2009, all public buildings with a gross internal floor area greater than 1000m2 are required to display a Display Energy Certificate in a prominent place clearly visible to the public. This requirement is a consequence of the transposition into Irish legislation of Article 7(3) of the Energy Performance in Buildings Directive.
The DEC for large public buildings is calculated as an operational rating, where the actual energy consumed in the building is compared to a benchmark for buildings of the same type, and shown on the certificate A-G scale in terms of primary energy. There is also a CO2 indicator which shows the CO2 emissions associated with the building's energy consumption.
The Department of Education and Science, in consultation with SEAI, has developed a website for primary and secondary schools to facilitate the generation of Display Energy Certificates. Please visit www.energyeducation.ie for further information.
The information required to carry out the rating consists of the gross internal floor area of the building and records of the total energy used in the building (eg electricity bill, gas bills, meters etc) over a recent 12 month period.

If you are a manager in a public body occupying a space greater than 1000m2, then you can appoint an employee or consultant to carry out the Display Energy Certificate for your building(s).
To register as a DEC assessor for large public buildings candidates must:
- Hold a degree in a building related discipline (level 7 under the National Framework for Qualifications)
- Attend a DEC workshop for large public buildings. The next DEC workshop is on the 24th March 2010. Please contact Saoirse Bowe at Saoirse.bowe@seai.ie for further details and to register as an attendee.
- Complete the application form
- Confirm you have read and accept the DEC Assessors Code of Practice for Public Service Buildings
