Funding for the pilot programme

The Deep Retrofit Pilot Programme is not a mainstream grant programme - it has a set of objectives to examine what would be required for the large scale deep retrofit of the broad spectrum of homes across the Irish housing stock. There has been significant interest in the Pilot Programme in 2019 and SEAI are evaluating each application not just against published Pilot Programme criteria but also to ensure that the projects funded will contribute most towards the longer term objectives of the pilot.

Deep Retrofit Application Guidelines

Timeframes

The deadline for completion of projects approved for 2019 delivery is 11th October 2019.

Interim payments require you to submit monthly progress reports and other specified deliverables. These will be outlined in your contract.

Data

As described in the Guidelines, data monitoring is a key part of the project for SEAI in order to understand the experiences of homeowners, energy consumption of the home and heating technologies, amongst other things. Consent forms will be issued with Letters of Offer but it is important that the homeowner understands that SEAI respects and will protect their data. To this end, please direct homeowners to this Privacy Notice.

Payments

Payments are made at specific milestones, e.g. 50% completion, and when the works have been signed off by the Inspections Unit as being completed.

The following payment guide is designed to provide clear instructions on what is required to submit a grant claim. It is important to note that all grant payments are made on a reimbursement basis. SEAI will reimburse the grant amount once all relevant documentation has been submitted.

Evaluation criteria

Renewable energy

All projects must be proposing renewable solutions to support the transition from fossil fuels to a low carbon future.

BER requirements

To be eligible for the Deep Retrofit Grant, selected projects must achieve a minimum Building Energy Rating (BER) A3, and a minimum BER uplift of 150 kWh/m2/yr on completion of deep retrofit works.

Value for money

The project’s value for money will be assessed in terms of energy savings relative to the cost of and the representation of the target market.

Technical proposal

We are looking for projects offering a whole house solution with a fabric first approach. Projects with potential solutions for a large part of the deep retrofit target market are preferred.

Quality and delivery

The proposed delivery of the project will be assessed. This includes how it will ensure that the full value of the project is realised for the customer.

SEAI National Deep Retrofit Conference

We held our inaugural National Deep Retrofit Conference in June 2017 at the Aviva Stadium. The conference brought together key stakeholders including building design and construction professionals, financiers, Local Authorities and policy makers. We followed up in June 2018 with our second conference which focused on the learnings from year one of the pilot programme in Ireland.
