Housing is one of our greatest energy efficiency challenges. We are carrying out deep retrofits on older housing to learn how to address these challenges.
Tackling energy efficiency in older housing
Housing continues to pose one of the greatest energy efficiency challenges in Ireland. A considerable portion of older housing performs poorly when compared with those built to the current standards. We have created the Deep Retrofit Pilot programme to tackle this challenge.
SEAI are launching a multi-annual pilot programme. It will investigate the challenges and opportunities of deep retrofit. The learning from these pilots will inform our approach towards a large scale deep retrofit of buildings in Ireland. The initial focus is on the residential market.
SEAI estimates that a sum of over €35 billion will be required over 35 years to make the existing housing stock low carbon by 2050.
Funding for the pilot programme
Reflecting governments multi-annual commitment of funding, the National Mitigation Plan commits a total of €21.2m between 2017 and 2019 with an initial €5 million in 2017 to support this Deep Retrofit pilot programme.
We will fund up to 50% of the total capital costs and project management costs combined. Funding will be provided to projects which demonstrate an integrated, comprehensive strategy for significantly improving home energy performance.
We will fund up to 95% for voluntary housing association homes and the homes of those that are in energy poverty (based on the Warmer Homes Scheme eligibility criteria). This is only available as part of a wider project that includes homes not in energy poverty. The energy poverty component must make up no more than 25% of the total number of homes in each project.

Who can apply
The Deep Retrofit Pilot programme presents a significant market and investment opportunity for early adopters of deep retrofit. SEAI are seeking Service Providers to drive investment in Deep Retrofit through the delivery of Deep Retrofits projects from inception to completion.
Deep Retrofit learnings will inform the large scale roll-out of Deep Retrofit with an estimated total market value of over €35 billion.
In order to maximise the learnings from the pilot programme and deliver optimal solutions to homeowners as the programme evolves, we are looking for applications with groups of houses, e.g. 5 or more. Organisations such as community groups, local authorities, energy agencies and other organisations with the capacity and ability to deliver can all apply for the pilot programme.
Can I apply as a homeowner?
If you are a homeowner interested in the Deep Retrofit of your home, you should contact your local authority, local energy agency or community group to see if you can get involved through them. We are currently not accepting applications from individual homeowners. We need to learn through the pilot before developing a model to deliver high quality deep retrofit to individual homeowners.
There are also a number of contractors emerging as deep retrofit service providers. They are required to provide a minimum of 5 homes per application. We expect that over time, more service providers will form in the market. We have listed below the ones participating at present in the private homes market and will be able to assist you in determining the best solution for your home.

All projects must be proposing renewable solutions to support the transition from fossil fuels to a low carbon future.
To be eligible for the Deep Retrofit grant selected projects must achieve a minimum Building Energy Rating (BER) A3, and a minimum BER uplift of 150 kWh/m2/yr on completion of deep retrofit works.
Value for money
The project’s value for money will be assessed in terms of energy savings relative to the cost of implementation and the cost of funding.
We are looking for projects offering a whole house solution with a fabric first approach. Projects with potential solutions for a large part of the deep retrofit target market are preferred.
Quality and delivery
The proposed delivery of the project will be assessed. This includes how it will ensure that the full value of the project is realised for the customer.

The below new application form and guidelines are to be used for any projects being submitted after 15th February 2018.
Complete the application form, detailing both the high level and detailed breakdown of works. It must show how the project proposes to meet the longer term Deep Retrofit objectives. Please submit your application to firstname.lastname@example.org.
SEAI are currently inviting pilot projects for 2018 delivery. SEAI will approve projects now in support of early delivery in 2018.
Interim payments require you to submit monthly progress reports and other specified deliverables. These will be outlined in your contract.
SEAI National Deep Retrofit Conference
We held our inaugural National Deep Retrofit Conference in June 2017 at the Aviva Stadium. The conference brought together key stakeholders including building design and construction professionals, financiers, Local Authorities and policy makers. We followed up in June 2018 with our second conference which focused on the learnings from year one of the pilot programme in Ireland.
