Healthier homes for those with chronic respiratory conditions

The scheme works on a referral basis. It aims to provide free energy efficiency upgrades to eligible homes making them warmer and more comfortable, especially during colder months.

There are a number of home energy improvements offered as part of this scheme. Upgrades are delivered to the highest quality assurance standards through SEAI's Better Energy Warmer Homes contractors.

Delivered by SEAI, the government and the HSE

The initiative is led by the Department of Communications, Climate Action and Environment, along with the Department of Health and the Health Services Executive (HSE). Our role is to manage the delivery of free energy efficiency measures to eligible homes, working closely with the HSE.

No cost to you

The measures are installed at no cost to the eligible household.

To qualify for the scheme

You must be:

  • Referred by a HSE official, and living with a chronic respiratory disease
  • Over 55 or under 12 years of age
  • Living in an owner occupied home or renting from a local authority/approved housing association
  • In receipt of, or live with someone who is in receipt of, fuel allowance or the one parent family payment
  • Living in the home where the works are to be carried out
  • Living in one of the pilot scheme areas - Dublin 8, 10, 12, 22 or 24

How to apply

This is a referral based scheme and no direct applications to the SEAI are possible. To qualify for the scheme you must be referred by the HSE and meet all of the eligibility criteria.If you meet the criteria, fill out the relevant application form and send it to your HSE representative for referral.

How the process works

  1. Apply to your HSE representative using the form above
  2. Your application is approved.
  3. Your home is surveyed by our appointed panel of surveyors to establish what measures are suitable.
  4. Works are completed by an SEAI registered contractor - due to scheme demand, this may be up to 4 months after your survey.
  5. The time taken to complete the energy efficiency works may vary from 1 week to a number of weeks, depending on the works being carried out. Installers offer a two year guarantee on all works carried out. Longer warranties may be provided by the manufacturer for certain products and where available will be offered by the installer.
  6. A full inspection is carried out.
  7. All homes receive a post works Building Energy Rating (BER).

FAQs

The pilot scheme is for a period of 3 years in a designated location. Subject to approval, funding and a successful outcome the project may be extended nationwide.

In the main yes, there may be exceptional circumstances where you may be required to vacate the home for short periods of time but SEAI is working with local Healthcare officials in order to have options available should this need arise.

All medical details are held by the HSE and will only be used for research purposes after personal details are removed. SEAI hold no medical details and your personal details are held subject to data protection and are only shared with contractors for the purpose of service delivery with your permission.
