Register as a domestic BER assessor

Working as a domestic assessor
The role of a domestic BER assessor can be quite technical and complex. It includes:
- Carrying out assessments on domestic properties
- Providing a BER certificate to the homeowner
- Advising homeowners about the most impactful measures to undertake
- Informing homeowners about SEAI grants available towards the cost of improving the BER.
Standards of knowledge and competency
Registered domestic BER assessors need certain standards of knowledge. The document known as the Occupational Standard describes the standard of knowledge to work independently as a competent assessor. It applies regardless of the route you take to register.

Step 1 - Show you have the fundamental skills
You need a certain level of knowledge and skill before attending BER training in the following fundamentals:
- The ability to undertake a measured survey of a building, record building characteristics, organise the information collected and user the information to perform non-complex calculations
- The ability to read and interpret building drawings and specifications
- Awareness of the building regulations for domestic construction
- Basic knowledge of construction methods and technologies used in domestic buildings
- Awareness of the various professional roles and responsibilities associated with the construction and refurbishment of domestic buildings
There are three routes to show you have the fundamental skills. You will not be able to join the register unless you meet the criteria for one of these routes, even if you have completed a BER training course.

Step 2 - Show you have completed BER training
You must complete approved domestic BER training to register as an assessor. You'll need to have achieved a minimum grade of 70%.

*Refresher course
You must complete a Domestic BER Refresher Course with an SEAI listed training provider if you are either:
- Registering for the first time and completed the BER training course over 24 months ago
- A previously registered assessor who hasn't been registered as a domestic BER assessor for the last 24 months or more
Step 3 - Submit an application to register
Register to become a domestic assessor using the online registration form.
To complete the registration form, you must:
- Have the required insurance policies
- Provide a Tax Clearance Certificate and a certified ID
- Complete the SEPA direct debit mandate and agree to pay the relevant registration fee by direct debit
- Accept the terms of the BER Assessor Code of Practice
Please have all your supporting documentation to hand before starting your application. You will not be able to return to it at a later date. Find a checklist of this documentation in the Online Registration User Guide.
Some applicants may have recently completed a BER training course but not yet received a QQI certificate. You may submit a letter from your BER trainer on company headed paper confirming your results and the date of course completion. To finalise your registration application, you'll need to submit a copy of your QQI certificate to SEAI.

We are currently trialling a new approach to the induction process. During this pilot period, attendance at a scheduled online Teams induction session will no longer be required.
Instead, once your registration is approved, you will receive all necessary induction documentation directly.
This pilot will be reviewed ahead of 1st July 2026 to determine next steps.
Once all required documentation has been submitted and your registration is approved, you will:
- Be provided with induction materials to support your role as a BER assessor
- Be issued your BER assessor registration number
- Be added to the National Register of BER Assessors
- Receive access to DEAP 4 and the National Administration Systems (NAS) for publishing BER assessments
- Become eligible to register for the BER Assessor Members Area, which offers training resources, industry updates, and professional guidance
Step 5 - Quality assurance audit
Once you are registered as a BER assessor, you will undergo a mentoring audit conducted by an SEAI-registered BER auditor. The auditor will contact you directly to arrange the appointment. This audit involves a reassessment of one of your published BER assessments, selected at random.
You may choose a BER from your first publications as your new assessor mentoring audit. Please email the Helpdesk with your chosen BER.
The auditor will accompany you onsite to review the assessment, providing an opportunity to ask questions and discuss the various BER data inputs. Following the audit, you will receive feedback outlining any areas of non-compliance and any required follow-up actions.
Please note: as with all BER audits, a Severity 1 or 2 outcome will result in the BER being revoked from the register. In such cases, you must inform your client and republish the BER with the necessary corrections.
Renewing as an assessor
