Working as a domestic assessor

The role of a domestic BER assessor can be quite technical and complex. It includes:

  • Carrying out assessments on domestic properties
  • Providing a BER certificate to the homeowner
  • Advising homeowners about the most impactful measures to undertake
  • Informing homeowners about SEAI grants available towards the cost of improving the BER.

Registered domestic BER assessors need certain standards of knowledge. The document known as the Occupational Standard describes the standard of knowledge to work independently as a competent assessor. It applies regardless of the route you take to register.

Routes to registration

Effective 1st July 2025, the pre-requisite criteria to register as a domestic BER assessor will change. The three routes listed below will become the new paths to register. 

We will still accept the previous registration criteria if you have enrolled or completed your domestic BER training course before the 1st July 2025. All other candidates must use the new criteria to show they have the fundamental skills to register.

How to register as a domestic assessor

Step 1 - Show you have the fundamental skills

You need a certain level of knowledge and skill before attending BER training in the following fundamentals:

  • The ability to undertake a measured survey of a building, record building characteristics, organise the information collected and user the information to perform non-complex calculations
  • The ability to read and interpret building drawings and specifications
  • Awareness of the building regulations for domestic construction
  • Basic knowledge of construction methods and technologies used in domestic buildings
  • Awareness of the various professional roles and responsibilities associated with the construction and refurbishment of domestic buildings

There are three routes to show you have the fundamental skills. You will not be able to join the register unless you meet the criteria for one of these routes, even if you have completed a BER training course.

Step 2 - Show you have completed BER training

You must complete approved domestic BER training to register as an assessor. You'll need to have achieved a minimum grade of 70%.

You must complete a Domestic BER Refresher Course with an SEAI listed training provider if you are either:

  • Registering for the first time and completed the BER training course over 24 months ago
  • A previously registered assessor who hasn't been registered as a domestic BER assessor for the last 24 months or more

Step 3 - Submit an application to register

Register to become a domestic assessor using the online registration form.

To complete the registration form, you must:

  • Have the required insurance policies
  • Provide a Tax Clearance Certificate and a certified ID
  • Complete the SEPA direct debit mandate and agree to pay the relevant registration fee by direct debit
  • Accept the terms of the BER Assessor Code of Practice

Please have all your supporting documentation to hand before starting your application. You will not be able to return to it at a later date. Find a checklist of this documentation in the Online Registration User Guide.

Some applicants may have recently completed a BER training course but not yet received a QQI certificate. You may submit a letter from your BER trainer on company headed paper confirming your results and the date of course completion. To finalise your registration application, you'll need to submit a copy of your QQI certificate to SEAI.

Step 4 - Attend an induction session

Once your registration is approved, you'll get an invite to a mandatory induction. This is a 2 hour webinar delivered by SEAI, providing information on:

  • Support in your work as an assessor
  • Technical documents
  • The Code of Practice and quality assurance process
  • Managing client relationships
  • Publishing BER ratings

The scheduled dates for the online induction and registration are below. All inductions take place from 10am – 12pm.

Step 5 - Complete registration

Once you've completed the online induction, you will:

  • Receive your BER assessor registration number
  • Be entered onto the National Register of BER Assessors
  • Be provided with your accounts in DEAP 4 and the National Administration Systems (NAS/ND-NAS) for publishing BER assessments

Be eligible to register for access to the BER assessor members area which offers training, industry updates and professional guidance.

Step 6 - Quality assurance audit

Once you're registered as a BER assessor, you'll undergo an audit with an SEAI registered BER auditor. They will be in contact to arrange the appointment. This is a mentoring audit, randomly selected from one of your published BER assessments.

The auditor will accompany you for an onsite reassessment of the published BER. You'll get the chance to ask questions and discuss the different BER data inputs. Afterwards you'll receive feedback, along with details of non-compliance and any further actions you need to take.

As with all BER audits, a Severity 1 or 2 result means the BER will be revoked from the BER register. You must notify your client and republish the BER with any errors corrected.

Renewing as an assessor
