How to register as a Better Energy Homes contractor
Registered contractors have completed over 515,000 energy efficient upgrades in Irish homes. Register with SEAI now and grow your business.
Who can register
Sole trader and companies operating in Ireland who:
- Can meet the technical competency requirements in the specific measures you plan to provide (insulation, heat pumps and heating systems, solar PV/thermal)
- Have a valid Tax Clearance Certificate
- Hold appropriate insurance
- Have the ability to comply with SEAI's technical standards
Step 1: Pre-registration requirements, tax and insurance
To become a registered contractor for renewable systems (heat pumps, solar PV or solar thermal), you need to first register as a renewable energy installer. This is not required for insulation measures.
Registering as a renewable energy installer is separate from registering as a contractor on the Better Energy Homes scheme. Registration on both lists is mandatory to carry out renewable systems measures on the BEH scheme.
Cavity wall insulation
To become a registered contractor for cavity wall insulation, you must be approved by the Irish Agrément scheme or equivalent. You'll need to be on the Agrément Registered Installers directory (or equivalent). When completing installations, you must carry them out to the standards required by this approval and certification.
External wall insulation
To become a registered contractor for external wall insulation, you must be approved by the manufacturers of the product you're installing. You'll need to be on the Irish Agrément Registered External Insulation Installers directory (or equivalent). When completing installations, you must carry them out to the standards required by the Irish Agrément Approval Scheme for Installers of External Thermal Insulating Composite Systems (ETICS) or equivalent.
As part of your registration, you must upload the Contractor Declaration of Insurance form completed by your insurance broker. Your insurance policy must include territorial and jurisdiction cover for business activities in the Republic of Ireland.
You must be fully insured at all times. If your policy expires or you don’t submit a valid Declaration of Insurance before it expires, your company will be automatically removed from SEAI’s list of registered contractors. Contractors who carry out works on SEAI programmes without the required insurance will be de-registered and grants will not be paid.
Step 2: Better Energy Home contractor registration
Complete and submit the SEAI Contractor Registration form.

- Contractor Declaration of Insurance form
- Tax Clearance Certificate
Your responsibilities
You must agree to carry out all works in accordance with SEAI standards. These are set out in the following documents:

Contract with homeowners
Contractors must have a written contract in place with the homeowner before starting any works.
Declaration of Works
The Declaration of Works confirms that works were completed to SEAI standards and in line with the homeowner’s grant approval. The only people who can sign the form are those the contractor nominated on their SEAI register application. They must have either installed the works or attended site to supervise or inspect the installation.
