To carry out non-domestic BER assessments, you must first register with SEAI. Find out about working as a non-domestic assessor and the steps to register.

Standards of knowledge and competency

Registered non-domestic BER assessors are expected to have certain standards of knowledge. Known as the Occupational Standard, it shows you have the skills to work independently as a competent assessor.

How to register as a non-domestic assessor

Step 1 - Show you have the fundamental skills

To register as a non-domestic BER Assessor you must satisfy the following 2 criteria: 

  1. Hold an NFQ Level 7 degree/qualification in a building or construction-related discipline. You must have covered at least two of the subjects listed in the document below, for a minimum of two semesters each. A copy of the degree certificate must be submitted to support your application.
  2. Proof of membership with one of the professional bodies listed in the document below, at the specified grades.

Step 2 - Show you have completed BER training

To join the register, you must complete the Non-Domestic BER Assessor Training Course with one of SEAI’s listed training providers. You'll need to achieve a minimum grade of 70% in the final assessment of the training course.

Please note that the default software is iSBEM for non-domestic assessors. If you want to change your software vendor, you'll need to send us your certification from the software vendor.

Step 4 - Attend an induction session

When your registration is approved, you'll get an invite to a mandatory induction. This is a 2 hour webinar delivered by SEAI, providing information on:

  • Support in your work as an assessor
  • Technical documents
  • The Code of Practice and quality assurance process
  • Managing client relationships
  • Publishing BER ratings

The scheduled dates for the online induction and registration are listed below. All inductions take place from 10am – 12pm.

Step 5 - Complete registration

Once you've completed the online induction, you will:

  • Receive your BER assessor registration number and ND-NAS account number (for publishing BER assessments)
  • Be entered onto the National Register of BER Assessors
  • Be eligible to register for access to the BER assessor members area which offers training, industry updates and professional guidance

Step 6 - Quality assurance audit

Once you're registered as a BER assessor, you'll undergo an audit with an SEAI registered BER auditor. They will be in contact to arrange the appointment. This is a mentoring audit, randomly selected from one of your published BER assessments. 

The auditor will accompany you for an onsite reassessment of the published BER. You'll get the chance to ask questions and discuss the different BER data inputs. Afterwards you'll receive feedback, along with details of non-compliance and any further actions you need to take.

As with all BER audits, a Severity 1 or 2 result means the BER will be revoked from the BER register. You must notify your client and republish the BER with any errors corrected.

Renewing as an assessor

BER assessor registration expires after one year. About a month before your registration is due for renewal, we will issue a renewal notice. See the steps to renewing as a registered assessor.
