Register as a non-domestic BER assessor
To carry out non-domestic BER assessments, you must first register with SEAI. Find out about working as a non-domestic assessor and the steps to register.
Standards of knowledge and competency
Registered non-domestic BER assessors are expected to have certain standards of knowledge. Known as the Occupational Standard, it shows you have the skills to work independently as a competent assessor.

Step 1 - Show you have the fundamental skills
To register as a non-domestic BER Assessor you must satisfy the following 2 criteria:
- Hold an NFQ Level 7 degree/qualification in a building or construction-related discipline. You must have covered at least two of the subjects listed in the document below, for a minimum of two semesters each. A copy of the degree certificate must be submitted to support your application.
- Proof of membership with one of the professional bodies listed in the document below, at the specified grades.

To join the register, you must complete the Non-Domestic BER Assessor Training Course with one of SEAI’s listed training providers. You'll need to achieve a minimum grade of 70% in the final assessment of the training course.

Please note that the default software is iSBEM for non-domestic assessors. If you want to change your software vendor, you'll need to send us your certification from the software vendor.

General registration guidelines (opens in a new tab)Step 4 - Complete registration
We are currently trialing a new approach to the induction process. During this pilot period, attendance at a scheduled online Teams induction sessions will no longer be required.
Instead, once your registration is approved, you will receive all necessary induction documentation directly.
This pilot will be reviewed ahead of 1st July 2026 to determine next steps.
Once all required documentation has been submitted and your registration is approved, you will:
- Be provided with induction materials to support your role as a BER assessor
- Be issued your BER assessor registration number
- Be added to the National Register of BER Assessors
- Receive access to the Non-domestic National Administration Systems (NDNAS) for publishing BER assessments
- Become eligible to register for the BER Assessor Members Area, which offers training resources, industry updates, and professional guidance
Step 5 - Complete assurance audit
Once you are registered as a BER assessor, you will undergo a mentoring audit conducted by an SEAI-registered BER auditor. The auditor will contact you directly to arrange the appointment. This audit involves a reassessment of one of your published BER assessments, selected at random.
You may choose a BER from your first publications as your new assessor mentoring audit. Please email the Helpdesk with your chosen BER.
The auditor will accompany you onsite to review the assessment, providing an opportunity to ask questions and discuss the various BER data inputs. Following the audit, you will receive feedback outlining any areas of non-compliance and any required follow-up actions.
Please note: as with all BER audits, a Severity 1 or 2 outcome will result in the BER being revoked from the register. In such cases, you must inform your client and republish the BER with the necessary corrections.
