This report is a Technical Annex to Ireland’s 2025 Comprehensive Assessment of the Potential for Efficient Heating and Cooling, which is a requirement under the Energy Efficiency Directive (EED). Specifically, the Technical Annex meets the requirements for a renewable energy and waste heat potential assessment as stipulated in Article 23.1b of the Renewable Energy Directive (RED) III. It provides a detailed assessment of Ireland’s renewable energy and waste heat resources for heating and cooling, evaluates current and future technology options, and offers strategic policy recommendations to accelerate decarbonisation in line with national and EU climate targets.
