Project Description

The ENACT-Retrofit project will develop a comprehensive package of concerted and targeted actions to tackle the barriers to energy renovation in commercial buildings – focusing more specifically on offices, retail and hospitality buildings occupied by SMEs. Through deep analysis of the challenges and nationwide stakeholder engagement, it will gain insights into the attitudes, behaviours, and decision-making mental models around commercial retrofits. ENACT-Retrofit will also address market failure, as well as financial and technical barriers to retrofit, including the lack of skills, incentives and split-incentives. In particular, the project will directly support retrofit through the development of decision-support tools, communication toolkits, training and guidance documents, while providing policy insight to the government. By building stakeholders’ capacity and appetite for renovation, while addressing technical and financial barriers, the project will contribute to increase the depth and rate of retrofit in commercial buildings.
