Under Article 22 of the Recast Energy Efficiency Directive (2023/1791 (EU)), Member States are required to promote behavioural change through various measures and policies including the establishment of a supportive framework which, in cooperation with Competent Authorities and private stakeholders, will provide technical, administrative and financial advice for energy efficiency. The supportive framework is set out below:
