Main Chart

The main chart here shows historic (1990-2016) and projected (2017-2030) primary energy supply in Ireland in Million tonnes of oil equivalent (Mtoe) split by fuel group. This represents the total amount of energy used in Ireland in any given year, including primary energy before conversion to forms useful for the final consumer (e.g. natural gas used as a fuel for electricity production). The historic data (1990-2016) is taken from Ireland’s historic energy balances. The projected figures are taken from SEAI’s energy projections for Ireland (2017), in particular the Current Trajectory scenario (see Trends section for details). Note that ‘electricity’ here represents imported electricity.

Historic Data

Primary energy supply in Ireland in 2016 was 14.4 Mtoe. Over the period 1990–2016 Ireland’s annual total primary energy requirement (TPER – this metric excludes fuel supplied for non-energy use, such as oil products for petrochemicals) grew in absolute terms by 52% (1.6% per annum on average). Energy supply depends on the demand for energy services (heating, transportation and electricity uses) and how that demand is delivered. Energy service demand in turn is driven primarily by economic activity and by the energy end-use technologies employed in undertaking the activity. Throughout the 1990s and early 2000s economic growth was particularly strong, especially from 1993 onwards. This resulted in GDP in 2007 being almost three times that of 1990. In 2008 the economy experienced a downturn that deepened into 2009. Initially in 2008, certain sectors, namely industry and transport, also experienced reductions in energy use while there was continuing energy growth in the residential and services sectors partly due to weather conditions. In 2009, however, all sectors of the economy experienced reductions in energy use and related CO2 emissions. 2011 to 2013 were mild years compared with 2010 and, notwithstanding the flat growth in GDP, there was a drop in energy demand across all sectors of the economy during these years. In 2015 GDP grew by 26.3%, much of this was attributed to the transfer into Ireland of assets by multinationals, which had little or no effect on energy use. In 2016 Ireland’s primary energy requirement grew for the second year in a row, increasing by 3.7%.

Projected Data

The projected figures in the main chart (2017-2030) are taken from the SEAI energy projections (2017), in particular the Current Trajectory scenario. The Current Trajectory scenario underpins the energy component of EPA’s With Additional Measures scenario for national greenhouse gas reporting. This scenario assumes growth in energy efficiency and renewable energy deployment to 2020 based on policies already and place and those expected to be in place in time to contribute to 2020 targets. It also assumes that beyond 2020 no further policies and measures are introduced, with modest organic growth in energy efficiency and renewable energy deployment. All of this amounts to continued strong growth from renewables until 2020, followed by more modest growth from 2021-2030. More detail on the assumptions underpinning the Current Trajectory scenario can be found in Appendix B on the projections report.

Historic

Ireland’s Total Final Consumption (TFC) in 2016 was 11.7 Mtoe, an increase of 3% on 2015 and 61% above the 1990 level of 7.2 Mtoe (representing growth of 1.9% per annum on average). When corrected for weather, final energy consumption increased in 2016 by 4.2%. Final consumption peaked in 2008 at 13.2 Mtoe and has fallen by 12% since then. Most of this additional demand was met by natural gas, oil and renewable energy, with the contribution from solid fuels such as peat and coal falling over this period.

Projected

Trends

Historic

Overall final energy consumption grew by 3% in 2016 to 11.7 Mtoe. It is evident that transport continues to dominate (since the mid-1990s) as the largest energy consuming sector (on a final energy basis) with a share of 42% in 2016. The shares of the industry and residential sectors have decreased since 1990. In 2015 industry accounted for approximately one fifth of final energy use and the residential sector for a little under one quarter. Energy use in transport grew in 2016 by 3.4% to 4.9 Mtoe but was 13% lower than in 2007. Over the 2005-2016 period, the average growth rate in final energy use in industry was -0.7% per annum (or a 7.1% fall in absolute terms) and its share of TFC remained steadily at 21%. Final energy use in the residential sector increased by 1.2% in 2016 to 2.7 Mtoe. Correcting for weather, the increase in energy use was 4.8%. There was a 5% increase in final energy use in the commercial and public services sector in 2016 to 1,4 Mtoe. Correcting for weather there was a increase of 8.5%.

Notable in the secondary chart at the bottom right is the shrinking share of gasoline consumption in the ‘Road Private Car’ sub-sector from 2008 with the introduction of vehicle taxation based on tailpipe CO2 emissions.
