Cluster 5 Work Programme

€224 million dedicated to energy topics

The Horizon Europe Cluster 5 Work Programme for 2023 and 2024 is currently open. As of January 2024, a budget of over €224 million is dedicated to energy topics alone, offering significant opportunity for researchers, businesses, citizens and policy makers to engage in the programme.

The 2023-2024 Work Programme is seeking proposals across 20 different energy topics that will deliver climate action and support the energy transition. Click on the different destinations below to see more information about the current European Commission funding calls for energy related topics.

Destination 3 - Sustainable, Secure and Competitive Energy Supply

Budget 2024 - €138 million

Four calls between June 2023 and January 2025

12 topics including: Integrated electric mobility applications, Offshore wind, Solar, Synthetic renewable fuel technologies, Ocean energy, Renewable energy management systems, CCUS, among others

Mark Sweeney

NCP for Horizon Europe Cluster 5 - Climate, Cluster 6 - Environment and NCP for Climate Adaptation Mission

Mark has worked in the environmental and energy sectors for over 25 years. He is highly experienced in national and EU funding mechanisms and has worked as a National Contact Point across several European framework programmes (CIP Eco-innovation, Horizon 2020, Horizon Europe). He currently works for Enterprise Ireland as a National Contact Point responsible for Horizon Europe Cluster 6 and the Climate Destination in Cluster 5. Mark also acts as a National Contact Point for the EU Mission: Adaptation to Climate Change.

Ann-Marie Colbert

Programme Manager - International Energy Research and NCP Horizon Europe Cluster 5 Energy

Ann-Marie is the Programme Manager for International Energy Research at the Sustainable Energy Authority of Ireland (SEAI). As part of this role, Ann-Marie acts as a National Contact Point for Horizon Europe Cluster 5 Energy. Ann-Marie holds a degree and masters in business, as well as a Diploma in Management Practice and a Postgraduate Diploma in Economic Policy. She has extensive experience of working in the energy sector, and of both national and EU funding mechanisms. Ann-Marie currently manages engagement in international energy research activity through Horizon Europe Cluster 5 and the International Energy Agency Technology Collaboration Programmes (TCPs).

NCP for Horizon Europe Cluster 5 - Energy, NCP Nuclear Fission and Fusion Energy and NCP for Climate-neutral and Smart Cities Mission

Based in Enterprise Ireland, Philip is the National Contact Point Point (NCP) for Horizon Europe Cluster 5 - Energy, NCP for the Climate-Neutral and Smart Cities Mission, NCP for Nuclear Fission and Fusion Energy and National Representative for the Clean Hydrogen Joint Undertaking. Philip has extensive experience in European Framework Programmes and previously had responsibilities for FP7 (NMPB) and Horizon2020 (Energy).

Bob Flynn

National Delegate and NCP for Horizon Europe Cluster 5 - Transport

Bob is the National Contact Point (NCP) for Horizon Europe Cluster 5 - Transport. He holds an honours primary degree in engineering and a PhD from the University of Limerick where he focused on property prediction in aluminium aerospace alloys. He has previously worked in industry in an engineering role and as a research officer at the Materials Ireland Research Centre at UL, leading projects on materials-related activities. He currently works for Enterprise Ireland as the National Delegate and NCP for the Horizon Europe programme for Cluster 5 covering mobility, as well as National Representative for the Clean Aviation, European Rail and Digital European Sky Joint Undertakings programmes.
